MIAT Mongolian Airlines appears to have been the first foreign carrier to have flown a Boeing 737 MAX series aircraft into China on a commercial flight since the country grounded the type in 2019. This morning, the Mongolian flag carrier operated a flight from Ulaanbaatar to Guangzhou using its Boeing 737 MAX 8.
